After years of drought, water is flowing in the Jordan Valley. Who owns and controls that water continues to be a cause of friction. NBC's Duncan Golestani reports.

JORDAN VALLEY -- Faisel Njoom undoubtedly has the best house in Auja. Drinking iced tea in the shade of his garden he talks with pride at being the biggest land owner in the village and the oranges and bananas that he once grew on his farm. Only later, standing in one of his dry and dusty fields in the Jordan Valley, does he become angry.
“Life without water is not a life,” he said as the sun began to set. “This land without water is like all the other deserts. We were born working this land.”
He says he couldn’t keep farming because the irrigation channels to his land began drying up in 2000. He, and many charities, blame the digging of a new well near the Auja Spring, designed to serve a nearby Israeli settlement.
For first time in many years there is water flowing in the spring long after winter has finished because rainfall has increased by a fifth over the last year. Otherwise, the spring would now be dry. Almotaz Abadi, a consultant to the Palestinian Water Authority, explained that, rainfall is the biggest factor contributing to water availability, but the Auja Spring has been adversely affected by other factors, principally the new well.
The reminder of how plentiful water used to be in Auja has reignited resentment -- a feeling shared widely among Palestinians in the occupied territories. The World Bank and international charities accuse Israel of denying enough water to the Palestinians. Ironically, it’s a situation made worse by the Oslo Peace Accords.
The Oslo II agreement in 1995 set up a joint water committee to oversee management of the aquifers in the West Bank. It was supposed to encourage consensus, but a World Bank report in 2009 concluded Israel dominated the process, taking 80 percent of the water resources. (In recognizing that the Palestinian Water Authority’s powers were severely limited, the report also criticized its management abilities).
Agriculture is key to the Palestinian economy and its third largest employer. But it could be much bigger. The World Bank found that problems with irrigation are holding the sector back, especially when combined with the Separation Barrier cutting off land and access to wells.
Many Palestinians see this water divide as a way of increasing their dependency on Israel. Amnesty International estimates some 180,000 to 200,000 Palestinians living in rural communities have no access to running water. It means many have to buy water from Israeli tankers at high prices.
Israelis complain of water scarcity too. After much persuasion with an armed guard, NBC News was allowed to film inside Yitav, an Israeli settlement in the West Bank. It is indeed a green outpost in the desert, but the settlers say it comes at a high price – which they pay with their utility bills.
Israel’s Water Authority disputes the claims made by the World Bank and other charities. At their offices in Tel Aviv we were shown a map of locations where licenses have been granted for Palestinian wells, but never pumped. “You have to know most of the Palestinian cities in the West Bank have better access to water than residents in Amman, the capital of Jordan,” said Baruch Nager, Head of Water Administration for the West Bank.
Both sides have hydrological data to support their side of the argument, which makes it particularly hard to resolve.
Water is a ‘final status issue’ in the Palestinian-Israeli conflict. No decisions will be taken on how control of the water is divided until there is a peace agreement. That, of course, has never looked further away.

These kind of stories by MSNBC are so politically motivated - at the end of the day, none of us really know who's at fault for the lack of water (in fact, the article actually says the springs are full this year). They're just made to stoke the fire. It's a totally inconclusive article with no actual evidence, just stories of Palestinians complaining.
Most people do not understand that the Israeli Government is building fences that are designed to gain control of the water supply. The Israeli Government is slowing cutting off Palestinian access to any water supply for their crops and olive tree's. This is intentional. The fence is irratic in nature but watch the documentary "Palestinian Blues" and it shows how the fence is being built to cut off the water supply to farmers. So, not only is Israel STEALING LAND FROM THE PALESTINIANS they are also stealing the water supply. Shame on Israel. We are on to you, and see what you are doing. Its all about "control" and Israel wants full control of all land, and water. End the Apartheid now!

Historically the land is Israel's. I see the remains of Solomon's temple sitting underneath 2 mosques, which the aders erected in an attempt to wipe out the history of the original inhabitants of the land. The land was known as Judea and Samaria until the Romans stole it, renamed it and eradicated a lot of the original owners. The land was then usurped by others, most notable the Ottoman empire, until the Palestinians took that which was never rightfully there's. I usually sit on box seats at the ballgame until the rightful owners show up and then I leave. Palestinians therefore have an example.

Do you really think a "50 ft fence" will cut off the water supply? The article clearly states that the drought conditions(until recently) were mostly the cause of the shortage of water. The "Palestinian Authority" is also to blame due to their lack of organization.
As for "European Jews" being the invaders, genetics has proven that they are descended from the original Isralites, so the Jews in Israel are in their rightful land. The Palestinians are Arabs who are indistinguishable from the other Arabs. The land that the Palestinians should be claiming today is called "Jordan".

I just saw on the news that the UN is now saying we screwed the Indians, or native Americans, out of their land, specifically Mt. Rushmore, and that we should give it back to them. The official report will be out later this year, this is just their preliminary report. The Supreme court ruled years ago that the US did not have the right to take the land, so they were paid reparations for the land. Yet the UN still wants the US to give the land back to the Indians.
Now, based on that way of thinking, the Palestinians should be forced to give the land back to the Israelis due to their "Arab brothers" evicting the Israelis from their homeland years ago. That makes the Palestinians and their descendants nothing but squatters.

ACTUAL QUOTE AND CONTEXT:
The quote is taken from an address Dayan gave to Technion University students on March 19, 1969. A transcript of the speech appeared in Ha'aretz on April 4, 1969.
In answer to a student's question suggesting that Israel adopt a policy of punishing Arabs who commit crimes in the West Bank by deportation to Jordan, Dayan answers that he is vehemently opposed to this idea, insisting that the answer to the longstanding Arab-Israeli problem is to learn to live together with Arab neighbors. He goes on to say:
We came to a region of land that was inhabited by Arabs, and we set up a Jewish state. In a considerable number of places, we purchased the land from Arabs and set up Jewish villages where there had once been Arab villages. You don't even know the names [of the previous Arab villages] and I don't blame you, because those geography books aren't around anymore. Not only the books, the villages aren't around. Nahalal was established in the place of Mahalul, and Gvat was established in the place of Jibta, Sarid in the place of Huneifis and Kfar Yehoshua in the place of Tel Shaman. There isn't any place that was established in an area where there had not at one time been an Arab settlement.
Dayan's conclusion was that the solution to the Arab-Israeli problem is to learn to coexist with them.
In the misquote, the key phrase "we purchased the land from Arabs" is omitted, and thus Dayan's meaning is reversed. Dayan was not saying that Arabs were dispossessed. On the contrary, he was indicating that though Arabs sold the land of their own free will, given their presence in the region, the Israeli goal is to live peacefully together with them.
If they purchased the land, lets see the deeds. Are you claiming the Jews purchased entire villages? The quotes I site, are as accurate as can be.
